    Biography
    Stephen M. Robertson is the Executive Vice President of the Permian Basin Petroleum Association, an oil and gas trade association representing all aspects of the industry throughout southeastern New Mexico and West Texas. He is their consulting attorney, manages the daily operations of offices in three cities, supports and grows the association’s membership, and advocates on behalf of the Permian Basin oil and gas industry on the local, state, national, and even international levels. This includes handling legislative, legal, regulatory, media and public relations matters.
    Beyond his professional life, Stephen is active in the community through civic and charitable organizations. He volunteers with Upward Basketball, has served on the board of directors for Centers for Children and Families, the MOTRAN Alliance, the Midland County Public Library Foundation, the Midland Chapter of the Texas Exes, and as an Ex Officio Member of the Midland Chamber of Commerce Board of Directors. He has also served as a member of the Texas Tech University School of Law Energy Law Advisory Council, TxDOT’s Permian Basin Freight Plan Advisory Committee, the Permian Basin MPO Policy Board, the Midland College Bruno Hanson Environmental Excellence Advisory Committee, and the Phyllis and Bob Cowan Performing Arts Series Advisory Committee. Stephen was named one of Midland Magazine’s 20 under 40 emerging leaders and is an alumnus of the Texas Lyceum, a stewardship association focused on developing the next generation of leaders across Texas.
    Stephen received his bachelor’s degree from the University of Texas at Austin, and his law degree from the Texas Tech University School of Law with a Certificate of Law and Science in Oil and Gas.

State Legislative Updates


The Permian Basin Petroleum Association (PBPA) is the largest regional oil and gas association in the United States. We represent the men and women who work in the oil and gas industry in the Permian Basin of West Texas and southeastern New Mexico. Established in 1961, the PBPA's mission is to promote the safe and environmentally responsible development of oil and natural gas resources. The PBPA represents oil and natural gas explorers and producers, as well as the service and supply industries that support their efforts in the largest inland oil and natural gas reservoir and the largest oil and natural gas-producing region in the world.


The PBPA accomplishes its mission by advocating on behalf of our members at the local, state, national and, at times, even the international levels. Concerning regulations, PBPA's efforts are particularly focused on the state regulatory bodies in both Texas and New Mexico, as well as the regulatory bodies of the United States. PBPA is committed to facilitating justified regulations under which our members can execute safe and environmentally responsible operations.


Whether working with the Railroad Commission of Texas, the New Mexico Oil Conservation Division, the New Mexico State Land Office, the Texas Comptroller's office, the U.S. Bureau of Land Management, the Environmental Protection Agency, or the U.S. Fish and Wildlife Service, to name a few, the PBPA is engaged to provide the advocacy the members of the Permian Basin oil and natural gas industry deserve and demand.


In 2025, both Texas and New Mexico conducted regular legislative sessions. New Mexico has wrapped its session while Texas is in the home stretch of its regular session. This presentation will focus on updates from these sessions, particularly the outcomes of the New Mexico session and what issues the PBPA sees as priorities for oil and gas operations in the Texas session. Many legislators in New Mexico pushed legislation to "Trump Proof" the state. Find out if they were successful!
